Massager Import Duty and Landed Cost: Working From HS 9019.10 Upward

The tariff line is the easy part. What catches first-time importers is the stack on top of it, and the freight assumptions that quietly decide whether a programme clears margin.

Short answer

Electro-mechanical massage apparatus is normally classified under HS heading 9019.10. In the United States tariff schedule the column 1 general rate for HTS 9019.10.20 is Free, so buyers who stop reading there conclude the product lands duty-free. That is incorrect for most origins today.

As of 7 October 2026 the published rate for HTS 9019.10.20 from China is 12.5 percent in total: no regular duty, plus a 12.5 percent Section 301 forced-labour tariff that took effect 24 July 2026. The same 12.5 percent applies to a long list of other origins including Vietnam, Thailand and the Philippines, while EU member states, Canada, Mexico, India and Taiwan sit at 10 percent. The United Kingdom is currently Free.

Two consequences follow. First, origin shifting buys less than it used to, because the additional layer now covers most plausible alternatives rather than China alone. Second, duty is only one line in landed cost, and for a bulky low-value-density product it is rarely the line that decides the programme.

Why the base rate misleads

A tariff schedule shows the regular duty. It does not show trade-remedy measures layered on top, and those are published separately and change far more often than the schedule itself.

The current forced-labour action is also under live legal challenge. The measure is being contested at the US Court of International Trade in In re Section 301 Forced Labor Cases, where the plaintiffs argue it exceeds the agency's statutory authority; twenty-five states filed as amici in September 2026. No ruling had issued as of 1 October 2026, so the rate stands. A buyer signing a twelve-month price agreement should treat the layer as variable rather than fixed, and say so in the contract.

  • Re-check before each shipment rather than once per programme
  • Confirm the ten-digit statistical line with your broker, not just the six-digit heading
  • Write a tariff-change clause into any fixed-price agreement longer than one quarter

The statistical lines under 9019.10.20

Entry paperwork uses ten digits, not six. Under 9019.10.20 the lines include 9019.10.2010 for mechano-therapy appliances, 9019.10.2020 for handheld devices, 9019.10.2035 for apparatus powered by an AC adapter, and 9019.10.2090 for parts and accessories. They share the same duty rate, but classification still matters for statistical reporting and for any future measure that targets a narrower line.

A handheld percussion device and a mains-powered foot unit may therefore sit on different statistical lines while attracting identical duty. Ask your supplier for the product's technical construction so your broker can classify precisely; do not let the broker guess from a product title.

What actually moves landed cost

Massage devices are volumetric. A foot massager at roughly 46 x 40 x 47 cm ships two units per carton, so a container fills on volume long before it reaches a weight limit. Freight, not duty, usually dominates the delta between two quotations.

This is where carton data earns its place in a quotation. If you cannot calculate cartons per container, you cannot compare two suppliers honestly, and a lower unit price can easily lose to a better-packed competitor.

The lithium battery line most quotations omit

Most cordless massagers carry a lithium-ion cell, which makes them dangerous goods for air transport and brings documentation obligations that a first-time importer rarely budgets for.

UN38.3 covers a series of transport-safety tests, and the test summary must be available. Separately, IATA's 67th edition of the Dangerous Goods Regulations, applying from January 2026, requires lithium-ion cells shipped packed with equipment under PI 966 to be at a state of charge not exceeding 30 percent. That is a production and packing instruction, not a paperwork item: a factory that ships fully charged units can have an air consignment refused.

Confirm both points in writing before the first air shipment, and confirm that the test summary covers the exact cell in your build rather than a superseded one.
